Julia Tol tests websites and apps for accessibility, and teaches teams to do it themselves. She founded Proper Access in 2019. Since then her team has carried out more than 950 audits, for clients such as the Rijksmuseum, the national museum of the Netherlands, and NRC, a Dutch national newspaper. She graduated as a web developer in Sweden in 2015. She worked for the Dutch Ministry of Justice and Security and for the Ministry of the Interior and Kingdom Relations. From 2020 to 2024 she audited as an independent auditor for every large accessibility firm in the Netherlands. From 2022 to 2025 she was an expert for DigiToegankelijk TOP, a programme of the Dutch government on digital accessibility for public bodies.
Julia is a member of the International Association of Accessibility Professionals (IAAP) and holds its Web Accessibility Specialist certification. She writes about accessibility for Frankwatching, a Dutch marketing publication, and speaks at events.
